This license plate number is COSMETICALLY CORRECT for a 1973 or1974 classic car. But it can be registered to ANY 1970 through 1980 year model car.
Call California Department of Motor Vehicles 800/777-0133 to run plate number before you purchase any \"DMV Clear\" advertised license plates. 452 KJQ confirmed \"Clear\" AUG 08, 2018. DMV CLEAR means that the plate number is no longer in the California Department of Motor Vehicles\' \"CADMV\" system. CADMV periodically purges their computer files to remove all plate and VIN numbers that have been inactive for 8 or more consecutive years.

How to register these through California\'s Year of Manufacture Program:
1. Purchase license plates form a reputable seller (like me) that are the appropriate base plate colors and alpha numeric sequence for what you want to register them to. In this case...Blue & Yellow base plates with 000 AAA sequence for passenger vehicle (car). Make sure they are \"CLEAR\" before you buy.
2. Call California Department of Motor Vehicles 800/777-0133 to run plate number. (452 KJQ) confirmed \"Clear\" AUG 08, 2018. DMV CLEAR means that the plate number is no longer in the California Department of Motor Vehicles\' \"CADMV\" system. CADMV periodically purges their computer files to remove all plate and VIN numbers that have been inactive for 8 or more consecutive years.
3. Purchase a yearregistration sticker (we will call YOM sticker) from 40steve here on , that is the same year ofyour classic car. Remove the 1974 sticker andAffix the YOM sticker onto The right sticker panelHelpful hint: after you peel off the sticker backing dip the registrationsticker soapy water THEN affix it to the plate. The soapy water allowsyou to move thestickeraround to get it straight, blot with a drytowel.
4. Take a colorpicture of the front plate and of the back plate, print two copies.
5. Go todmv.ca.gov, complete reg352 form \"Application for YOM Registration\",print two copies.
6. Go todmv.ca.gov Online Services and make an appointment
7. Keep one copyof the Application and one copy of the photos and keep for your records.
Bring to yourappointment:
1. Completed andsigned reg 352 form \"Application for YOM Registration\" (original)
2. $45.00
3. These awesomelicense plates, one with the YOM sticker
4. The printedcolor photos or color photocopies of these plates
5. The originalpink slip to your classic car
6. The current ormost recent registration paperwork of your classic car
7. The currentProof of Insurance card
AND
8. The currentlicense plates on your classic car. If they are vanity plates then makesure the DMV clerk is aware and does not try to confiscate them...those staywith you.
The DMV clerk willprepare your application package and forward it toSacramentoSpecial PlatesDivision.
DO NOT surrender yourYOM plates, they belong to YOU and that\'s why you provided photo copies. Makesure you get a receipt for everything else and make sure you are issuedtemporary paperwork so you don\'t get pulled over for having no displayedlicense plates. CADMV will send you your new pink slip, a new monthsticker, a current year sticker and a metal \"tab\" to install ontoyour YOM back plate.
Unless you receiveinstructions otherwise, I am told that the new month sticker is to go on the leftsticker panel and the current yearregistration (2018) stickergoes onto the metal tab. The back plate will have NEW month sticker on left, Year ofManufacture (YOM) sticker on the right and the current year registrationsticker (2018) on the metal tab so it doesn\'t ruin the look of your classic licenseplate.
