Rare Antique Ticker Tape Style Device Under Glass Dome Clock Laboratory Other? For Sale

I have no clue what this is. Now it is Parts to a recording device of some type, looks similar to an Edison Ticker Tape in some respects, but I have no idea who made it and what purpose it served. The tape is set up on military time 0,3,6,9,noon,15,18,21. The base is iron and is marked DJRO2. Interior section is primarily brass and is marked DJRO6RA. The glass is old, you can see air bubbles and swirl lines. It has some chips on the bottom rim, the most significant shown in a close up photo. It also has a dark line around it from the Iron base and some other soiling. Iron base has some rust and the interior is missing some pieces. Please view all 12 photos to help judge condition. Iron base is about 9 1/2\" diameter. Interior section about 10 1/4\", 5 1/2\" x 5 1/4\". Glass is about 12 1/8\" tall, 8 1/2\" diameter.
