Late 19th Century Imperial Russia fragile paper which appears to be a proclamation or edict to a governor of the province of Kovno, Lithuania, which area Imperial Russian began to exert control over in the mid 19th century. Paper has torn and frayed edges under glass although most of the tears pertain to signature areas. Please see our pictures regarding any questions about the condition.
