The title page also carries the important wartime statement:
\"This publication has not been officially approved by the War Department. It has been prepared and is issued for instructional purposes only.\"
This was a specialized instructional publication dealing with the Army personnel system during the enormous wartime expansion of the United States Army.
The publication is historically documented. A November 1942 issue of The Field Artillery Journal advertised \"The Army Personnel System\" among the current publications available from the Adjutant General\'s School for 10 cents.
A 1944 scholarly article discussing military personnel and student counseling also specifically cited:
\"The Army Personnel System, Adjutant General\'s School, Lecture Series (Fort Washington, Maryland, Dec. 1942, Third Ed.), 14 pp.\"
This makes the booklet an interesting surviving example of the actual personnel-management instructional material being distributed during World War II.
The Army\'s personnel system was critically important during WWII as millions of Americans entered military service and had to be classified, assigned, transferred and administered on an unprecedented scale.
This specialized Adjutant General\'s School booklet is substantially different from the much more commonly encountered mass-produced Army field manuals.
I did not locate another exact December 1942 Third Edition currently offered on during my research. This is stated as an observation of current availability rather than a claim that the booklet is definitively rare.
