Deborah McKnight was living in one room with her four children at the Pond Lily Motel in New Haven, Connecticut. They were one of numerous welfare families for whom the State of Connecticut was paying the motel $70 to $90 a night to lodge. There had been a drug related murder there earlier, and amid their other problems, basic safety was a major preoccupation for the residents, especially those who were parents.
