This item is a vintage National Recovery Administration (NRA) "Consumer" pin from the 1930s.

The NRA was a U.S. government agency established by President Franklin D. Roosevelt in 1933 as part of the New Deal to stimulate business recovery during the Great Depression. The pin features the NRA “Blue Eagle" logo, which represented compliance with fair trade codes regarding wages, hours, and prices.
