Antique Vintage German Halloween Witch rattle noisemaker 12" candy container ? For Sale

Very unusual and exciting vintage Halloween witch doll / noisemaker. Most likely from the 1930s-1950s. I originally thought this was Japan but after studying the face and way eyes are painted, I'm convinced its German. Compare to other German round ball-shape candy containers from the late 1940s thru 1950s.
I think this was a rattle or noisemaker originally? But could also have been a candy container that was adapted to use the stick later? Not really sure. It looks complete and all original to me.Top body (ball under crepe paper) moves on stick but does not produce a rattle sound currently. Can also be pulled tight against stick so it doesn't move. Extremely unusual. Maybe meant for carrying in a parade? Or sitting on bedpost?Good vintage condition with minor signs of wear on the hat, consistent with age. One spot the orange crepe paper band around her middle has become lose, allowing you to see the seam at the waist (see photo)Please message any questions.
