The handle has repoussé (raised) scrollwork with an empty cartouche in the center, which was left blank for engraving initials. That's typical of Victorian and Art Nouveau-era silver.It's a four-blade penknife with two knife blades, a nail file, and a blade with a decorated shank that may be a cuticle or nail tool. These were often sold as gentleman's or lady's dress knives.Your close-up shows a partially struck "STERLING" stamp, a small letter mark or maker's initials, and the number "261". The 261 is most likely a pattern or model number, and pattern numbers can be used to trace the maker. The small ⊕ mark near the top of the handle in photo 1 may also be a maker's mark.
