Since unauthorized modifications violated strict uniform regulations, sailors would roll their cuffs up to show off the art while on shore leave ("liberty") and roll them down to hide them when returning to the ship.The Maker's Label: The customized name tag inside the collar reads "Specially Made for Mr. David C. Sanborn," confirming this was a privately tailored or heavily modified dress uniform built to fit that specific sailor perfectly.
