New old stock (NOS) Senior Chief Petty Officer combination cover device from N.S. Meyer. This is the low-star variation which was worn from 1969 to the mid/late 1970’s.
The ranks of Senior and Master Chief were created in 1958, with the first promotions in 1959. The uniform instruction of 1959 authorized garrison cap and collar devices with the stars added. The combination cover didn’t get stars until 1969.
There are three variations:
Low-star: 1969-1975
Mid-Star: 1975-mid 1980s
High-Star: late 1980s-present.
