June 16, 1933 was an unusually important day in Roosevelt’s presidency. It marked the conclusion of the legislative period generally known as FDR’s Hundred Days.
On that date Roosevelt signed the National Industrial Recovery Act, one of the signature pieces of early New Deal legislation, establishing the National Recovery Administration and providing for major public-works spending
So the huge “F. D. WINNING SENATE” headline is Roosevelt/New Deal-era material rather than simply an ordinary 1933 newspaper.
