Vintage 1999 Pokemon Live Light Wand Does Not Light Up:

Light wand from Pokemon live. I cannot get it to turn on I tried putting new C batteries in it but it does not turn on may need a new bulb.
Wand has some dirt and dust especially around the stickers due to its age. Please see pictures.
