ORIGINAL WILLIAM S. HOLMAN AUTOGRAPH — U.S. CONGRESSMAN & “WATCHDOG OF THE TREASURY”Offered is an original handwritten autograph of William Steele Holman (1822–1897), longtime Indiana congressman and prominent 19th-century American political figure.Holman served 16 nonconsecutive terms in the U.S. House of Representatives, representing Indiana from 1859 until his death in 1897. He served during the Civil War, Reconstruction, and the Gilded Age, making his career particularly interesting to collectors of American political history.Holman became especially known for his work on federal spending. In 1876, the House adopted the “Holman Rule,” which he proposed to give Congress greater ability to reduce federal expenditures through appropriations legislation. He was sometimes referred to as the “watchdog of the Treasury.”The autograph is handwritten “Wm. S. Holman” on a small period paper clipping. The clipping has been mounted to a larger display card.
