Be it known to all present, past, and future oil cans that we, by our marks on this certificate, do attest that all facts stated here do apply to one of our own known to the word as S.C. (Chuck) Bates. This certificate is awarded for many years of service to the Government and for the confusion of the Concord Section, various DFSC offices, DCASRs and military services. He has served from the lowest (the bottom of the tankers) to the highest (storage tank tops) positions with the complete dedication to doing what is right regardless of what regulations say. He has confused the greeks, the Italians, the Turks, and various African nations with the same adroitness used on various Concord Section Chiefs. This award is also given for sheparding of 1715 replies, unanswered 1716s, telephone orders, and weekend schedules. His dry humor and devils advocacy shall be long remembered and missed by the least of QARs. So as we offer him bon voyage we do hereby free him of the rigors of midnight telephone calls, weekend duty rosters, FLSs, and any other sundry vexations heaped on QARs by regulations from DLA, DCASRs, and from directives and policy memos.
