It appears also to serve as a railroad ticket holder as the first 2 pages are thick and stiff cardstock, and the first has a dip in the top center so you can see the contents (tickets) therein. then the first printed page mentions the parts are especially adapted for railway use.
There are several blank unused notebook pages, a calendar, and a personalidentification page.
