The document is headed "United States of America, Headquarters Springfield, Ill., State of Illinois" and features the full engraved vignette standard to Illinois state commissions — a large spread eagle, military flags, flanking cartouches reading "To All to Whom These Presents Shall Come," and an elaborate ornamental chain border.
The body of the document commissions James W. Harrison as Second Lieutenant, Corps of Engineers, 108th Engineer Combat Battalion, Illinois National Guard, to rank from March 25, 1948.

The document bears the original ink signature of Dwight H. Green as Governor of the State of Illinois — the same Dwight Green who served as Illinois' 32nd governor from 1941 to 1949, and who, before taking office, led the federal prosecution of Al Capone. The countersignature is that of Leo M. Boyle, The Adjutant General / Chief of Staff. An embossed official state seal is present in the lower left.
The frame is dark stained wood with glass. Overall framed dimensions are approximately 13 by 11 inches.
Condition: Light age toning to the document, consistent with approximately 75-plus years of age. Some waviness visible near the upper edge of the document. Frame shows light surface wear.
