This is a really cool piece of US and advertising history! This is a period license plate topper, promoting an anti-axis philosophy and US patriotism. This plate topper, which advertised Crane Auto Supply, has Hitler hiding behind an 8-Ball with the phrase "Keep Him There". During this time period, being behind an 8-ball was an idiom for being in a tough losing position. These license plate toppers were provided by numerous business as a promotional giveaway!
