Borden's Ice Cream Hanging Advertising Clock Wall Sign w/ Chain, Blue/White For Sale

Borden's Ice Cream Hanging Advertising Clock Wall Sign w/ Chain, Blue/WhiteThe red seconds hand works fine. But the two black arms do not move. I have eliminated the ballast and the starter for now. It has a LED bypass bulb in it and it lights up fine. I had the LED bypass done just for ease of getting it to light up. I think the original ballast was bad. I had the guy do the LED light and when I got it back, the black hands on the clock didn’t work, but they worked before.
