"Hanoi Regime Reported Resolved to Oust Nearly All Ethnic Chinese." (New York Times,

6/12/79).

There are presently 800,000 to 1.2 million ethnic Chinese still living in Vietnam. The majority will be forced to leave Vietnam by small wooden boats. 50% will drown. The death toll already exceeds 250,000 people. How can we watch the Hanoi regime exterminate the Chinese Vietnamese?

Since the end of the Vietnam War, Hanoi has systematically expelled nearly one million Viet-namese. Although 200,000 of these refugees settled in the Chinese mainland and Taiwan and 200,000 came to the United States, there are still over 350,000 people living on crowded small boats and in refugee camps: people who have no home and no hope of a home.

In order to save the Indochinese refugees and expose Hanoi's policy of genocide, representatives of many human rights organizations gathered in Chinatown on June 29 and established a coalition called the COMMITTEE AGAINST GENOCIDE BY VIETNAM to mobilize public opinion against Hanoi's cruel policy.

The Committee Against Genocide by Vietnam will coordinate efforts to change Hanoi's policy and to help the "boat people."

A mass demonstration will take place on Sunday, July 15th, 1979 at noon at the United Nations Dag Hammarskjold Plaza, a week before the International Refugee Conference in Geneva. Concurrent demonstrations are planned in Washington, D.C., San Francisco, and other cities.

This issue is not political but purely a humanitarian one. We ask you to join us in the following goals:

1. We appeal to the United Nations and member governments to use all available means to rescue the victims and stop the genocide by the Vietnam government.

2. We appeal to the countries of the first asylum to save the lives of the "boat people."

3. We appeal to the United States government to send ships to international waters to rescue those adrift at sea.

4. We urge the United States to continue to open its borders in accordance with the needs and to release the funds necessary to implement the resettlement.
