Each word has been removed from draft of a note by Monroe, sent from London in 1807 as Minister to the United Kingdom. Likely sent to either President Thomas Jefferson or Secretary of State James Madison, Monroe’s note sought assurances regarding safe passage of a British merchant carrying arms for the U.S. purchased from Holland. The British wanted assurances that the arms would not fall into the hands of their French enemies.
