Based on the triumphant return wording combined with the hospital name I believe this cup was originally owned by a Japanese soldier who was wounded in the invasion of Manchuria and sent to the named hospital.
The makers mark on the foot of the cup reads 画 \"painted by\" or similar. This is a makers mark for a kiln that has been lost to time.
