It has a pretty floral decoupaged band around center and a little girl on top of the lid. Around the hole where string is pulled it states Copyright. The hole looks to be celluloid or possibly ivory. Holder measures 3 1/2 inches tall, good+++ condition, no cracks or chips; one small rub on top edge of lid; a few teeny nicks on bottom edge from normal use over the years, decals are complete.
