Very simple to operate. Plug in power cord. Turn dial on back of device clockwise to increase or counterclockwise to decrease strobe light flashing frequency.
Please note that the video does not visually show the flashing of the bulb. If you turn up the volume you will hear clicking noises. Each time you hear a click, the bulb does indeed flash, even though it may not look like its flashing in the vidoe.
