This is the handle of an antique hand seal, dip ink pen or pencil that is made from enamelled white metal and gilded brass or bronze. The bottom tip is bare wood. This leads me to believe that either something is missing from the tip or the tip itself was used to dip into ink as a writing instrument.
Probably French Palais Royale era 18th 19th century
It’s in pretty good collectable condition with normal signs of age and use wear.
